QCTO FLC Trades Circular 1 of 2023

The Foundational Learning Competence (FLC) Part-Qualification (SAQA ID: 88895) bears reference.

  1. The FLC is a part qualification at NQF Level 2, which provides learners with fundamental skills in numeracy and literacy in English.
  2. The FLC (in the absence of other Foundational training) is currently a requirement for the achievement of a large number of Occupational Qualifications registered on the Occupational Qualifications Sub-Framework (OQSF).
  3. The QCTO would like to notify all stakeholders that the requirement for learners to have achieved the FLC as a pre-requisite for accessing the external assessment (Trade Test) for Trade Occupational Qualifications has been removed.
  4. The FLC as a requirement for learners to be certificated after the Trade Test on Trade Occupational Qualifications has also been removed.
  5. All Trade Qualifications are listed in Government Gazette No.35625
  6. For all other Occupational Qualifications, however, the FLC still remains a requirement if indicated as such in the Qualification Document.
